The purpose of this study was to explore outsourcing as a possible source of competitive advantage for road freight operators, with the empirical research directed towards the road freight transportation sector. Methodologically, this study drew on the data collected from a sample of Croatian road freight transporters. Because a certain number of transportation companies tend to outsource their resources, the insight into outsourcing activities was gained through analysing (1) the number of hired vehicles in the fleet (outsourced vehicles), and (2) the number of hired drivers (outsourced drivers). A variance inflation test, correlation and multiple regression analysis were conducted to test the model assumptions. The research results confirmed the connection between the externalised resources and the differentiation of services and staff. The main contribution and managerial implications included that the companies with a more significant number of hired vehicles in their fleet should differentiate their services. In contrast, the companies that own the majority of their vehicles should build their competitive advantage through staff differentiation.

Air freight transportation is the fastest developing branch of shipping services in Poland and Europe likewise. As the economy develops, demand for air freight is on the rise. Because of infrastructure insufficiencies, Polish airports rely on air cargo road feeder services (RFS). The aim of this paper is to analyze air freight transportation in Poland and to forecast air cargo traffic for the Chopin Airport in Warsaw for the years 2018 and 2019 using trend models. The data published by the Polish Civil Aviation Authority for the 2013–2017 period were applied. The analysis shows that thetransport accessibility of the Warsaw Airport significantly affects its overall passenger and cargo traffic. As the forecast suggests, the volume of cargo shipped by air through the Warsaw Airport will assume an upward trend.

For the use of the national highway network of Lithuania, freight vehicles pay a fee of a fixed amount using the system of purchasing electronic vignettes (hereinafter referred to as e. vignettes). The tax is paid for a certain period (day, week, month, or year) regardless of the distance traveled by vehicles. Such a taxation model does not value the “polluter pays” principle enshrined in EU legislation and does not allow covering the damage caused by freight vehicles to the road infrastructure. Road maintenance and development program financing law no. VIII-2032 by the law on the amendment of articles 2, 6, 9 and appendices 2, 5, VĮ Lithuanian Road Directorate until 2023 must develop and implement an electronic road toll system that should replace the currently used e. vignettes. The article presents the currently tolled road network of Lithuania, the financial impact on the companies providing transportation services after the introduction of the electronic road toll system. The road toll systems operating in European countries and Lithuania and their operating technologies, marginal tariffs are analyzed, and a methodology is proposed, based on which it would be possible to fill in the list of currently tolled roads. A company providing cargo transportation services has been selected, and it has been determined how the amount of paid taxes will change after the implementation of the electronic road toll system on Lithuanian roads. It has been determined that after the introduction of EKRS for companies providing transportation services that carry out long-distance transport in Lithuania, the amount of taxes paid for using state roads will increase significantly.

The European Union (EU) is confronted with too low a share of inland rail freight transport. The implementation of two-sided online exchanges for rail-road freight transport could increase this share. However, such exchanges focusing on the EU market are mainly designed for single modes of transport. Their matching of supply and demand for multimodal services, especially including rail, is still in its infancy. This paper applies a maturity growth framework to speed up the implementation of such multimodal online exchanges. The framework integrates insights from industrial organization theory, platform economy theory, and maturity growth theory. Online exchanges, summarized in a new taxonomy, are compared to study their practices on matching supply with demand on the exchange, especially for multimodal services. Data is collected from case studies, exchange websites and semi-structured interviews. The analysis shows the emergence of new market actors and business models, including digital freight forwarders. These offer a variety of transport mode solutions for EU inland and EU related global freight transport. Maturity in matching supply and demand appears to result from clear objectives to provide benefits to the exchange participants, notably by digitizing the data for transaction completion and providing real time support for operational issues. In this context of rising online exchanges, especially in road and global multimodal transport (air, ocean, and road), the competition to capture a fragmented freight market seems to steadily increase. A similar maturity analysis of exchanges could not be found.

Tariff is the level of price or fee paid by users of goods transport services per unit trip, weight or per unit volume per kilometer. Because the tariff is intended to encourage the creation of optimum use of transportation infrastructure and facilities by considering the traffic concerned. In calculating the cost (transportation rate) of goods using an approach to vehicle production costs, it means that the ideal freight rate is determined based on vehicle operating costs plus a number of percentages of management and profits that are allowed. This case study reviews the special freight rates for the Banjarmasin – Amuntai route along 200 km. by land transportation. Where in this case, due to low tariffs, the tendency of owners of transportation services to increase the number of transport loads, one of the impacts on road network infrastructure is not achieving the planned age of the road construction. The calculation of transportation rates refers to the technical guidelines for determining tariffs for goods and passengers from the Director General of Land Transportation of the Ministry of Transportation with three basic components, namely ownership costs, fixed costs and vehicle operating costs. From the combination of the three components, the basic tariff value for goods transportation from Banjarmasin - Amuntai per kilogram is Rp.681.39 so that the expedition company can determine the ideal tariff according to the level of service to service users

The paper aims to substantiate the choice of a freight customs complex for customs and logistics services in the delivery of goods in different customs regimes. The proposed development will allow all stakeholders to determine the feasibility of cooperation both relying on the indicators of an individual freight customs complex and in comparison with others based on the assessment of the technical and operational performance of the infrastructure facility. Methods. We carried out a multicriteria assessment of the efficiency of freight customs complexes on the basis of a simulation model developed in the GPSS software environment. Results. Entities engaged in foreign economic activities turn to freight customs complexes to meet their needs for customs and logistics services guided by requirements arising under individual operating conditions. The choice of an infrastructure facility is influenced by some criteria and performance indicators that are formed and determined in comparison with competing organizations. Scientific novelty. The developed method of determining the benchmark freight customs complex will be useful for identifying the optimal conditions for cooperation with infrastructure facilities, taking into account the interests of transport market participants in specific conditions of foreign trade operations based on the assessment of their technical and operational performance. Practical implications. The practical significance of the paper is that the proposed method will allow customers of customs and logistics services to get recommendations for the choice of a freight customs complex to get serviced based on the assessment of the technical and operational performance of the infrastructure facility; customs authorities will be able to analyze the operation of existing freight customs complexes to determine the optimal number of employees needed to ensure the operation of customs checkpoints on the territory of freight customs complexes; the owner of a freight customs complex has the opportunity to discover «bottlenecks» in the operation of the infrastructure facility and take measures to eliminate them, as well as to determine its advantages and disadvantages as compared to competitors.

Purpose. To develop the methodology for choosing the strategies of freight forwarding companies in the situation of interaction with freight owners as customers of forwarding services. Methodology. The game-theoretical approach is used to formalize the conflict situation between a freight forwarding company and a cargo owner. A set of services proposed by forwarders is used as the base in order to represent possible strategies of a forwarder as the vector of probabilities that the respective services are provided for a client. The strategies of the cargo owner are represented as a binary variable that shows whether the client uses the provided services or not. The payoff function for a forwarder is defined as the companys profit and the clients payoff function as fee paid for forwarding services. To determine the influence of the demand parameters on the forwarders optimal strategies, the demand for transport services is represented as a flow of requests characterized by two numeric parameters delivery distance and consignment weight. Findings. The conducted experimental studies have shown that as a result of the use of the proposed methodology, the optimal strategy of a forwarding company can always be determined from the payoff matrix. The performed simulation experiment allowed us to state that in most cases the forwarders optimal strategy is mixed (the technological and commercial services should be provided with the given probability while servicing the flow of requests from freight owners). Originality. The studies on the influence of the request flow parameters on the probabilities of choosing the elementary strategies are carried in the paper for the first time. Practical value. The proposed methodology can be used as the basic tool for supporting decisions of freight forwarders while servicing the cargo owners at the market of road freight transportation.

Well-being and economic growth are strictly correlated. Cities are the engines of an innovation-based economy where research and new ideas are the core input of production. Urbanisation is becoming synonymous of economic growth. People flock into cities, both in the developed and developing world, since here is where wealth is, where high quality services are available and life standards are comparatively higher with respect to other places. However, one has to acknowledge that growth also produces undesired negative effects. In fact, cities are net importers. They need to acquire consumption/intermediate goods, export production and get rid of waste. In other words, the existence of a city relies on a transportation system providing the necessary services for its functioning. The typical urban transportation system heavily depends on passenger and freight movements by road. While this dependency is, in some cases, less relevant for passenger transport, most of freight moved in, out, within and through a city relies on motorized road transportation. Trucks and vans are responsible for congestion, polluting emissions, accidents, noise, visual intrusion and stench. All these negative effects are concentrated where many citizens live and, consequently, produce relevant economic (e.g. time lost), environmental (e.g. air quality), and social (e.g. segregation) impacts. Cities to be attractive, sustainable and thriving need an efficient freight transportation system. Fast changing consumption patterns with the rise of e-commerce and home deliveries also point out to another dimension of cities: their need to adapt quickly to economic trends. The papers in this special issue address, from alternative points of view and using different methodological approaches, some of the relevant and critical issues pertaining to land use planning and administration strategies in modern cities with respect to the urban freight sector.

This research outlined and demonstrated an approach and methodology for assessing domestic truck traffic suitable for diversion to intermodal truck to rail shipping. The research was spurred by the following factors: transportation-related findings from the Wisconsin Economic Development Corporation's Wisconsin Economic Future Study: Statewide and Regional Analysis; a general interest in intermodal diversion from federal, state, and local transportation agencies (to alleviate roadway congestion, reduce road deterioration, and reduce transportation emissions and pollutants); and seemingly constant commentary from the state's private-sector freight stakeholders seeking increased inter-modal services. Estimates of diverted loads from trucking to truck-to-rail intermodal vary, depending on the associated cost savings, the commodity being shipped, and the distance between origin and destination. Model results suggest that nonmonetary incentives would be necessary for large volumes of freight to divert.

For the development of the road transportation process organization sector, it is necessary to solve the problems of finding the shortest path using Dijkstra’s algorithm. Meeting the needs of the population with high-quality services provided by the transport complex is possible due to the formation of a technically, technologically and economically balanced transport complex with the use of new methods and tools for optimizing the transport system. The relevance of the article lies in the fact that the problem of efficiency of the transport network functioning with finding the shortest distances is of complex character. High traffic intensity, lack of reserves for full loading of the road transport network (RTN), not optimally calculated transport network automatically lead to low system performance. The problems and prospects of organizing the work of the transport system in the context of introduction of modern geoinformation technologies and definition of improvement of the most significant areas in the organization of the transportation process are the purpose of this article. The system is based on Dijkstra’s algorithm, which allows to search for the shor-test path with minimal costs and ensure the increase in the transport network efficiency. The stated goals are planned to be achieved by providing new software implementation, where a four-layer data collection system is proposed, as well as a graph calculation in the freight transport network is developed and implemented.

The purpose of the research is as follows: analysis of the current state of functioning of the road transport sector in Eastern Europe and identification of key problems and trends in its development. Research methods: Methods of grouping, comparison and generalization, сorrelation analysis have been used to identify the dynamics of the main indicators of road transport in Eastern Europe. The method of correlation-regression analysis has been applied to determine the impact of increasing the length of roads on the turnover of the road freight transport and the number of employed population in this area. Results. It has been found that the increase in the employed population by 96% and increase in revenues from transportation and storage of goods, postal and courier services (turnover of the road freight transport - in the original language) in the field of road transport by 82% is explained by the change in transport infrastructure capacity by increasing length of highways.

As in most developing countries, the resources available in Mexico for improving the infrastructure of the transportation system and its services are frequently insufficient. This situation has led the Mexican Transport Institute (MTI) to develop strategies for optimizing the allocation of resources among the various necessities of the system. The use of the economic value of the freight flows for identifying and planning improvement projects to be undertaken for a specified time period on basic surface transportation networks (roads and railways) is proposed. This parameter can also be used for assessing the relative importance of the components of such networks. The methodology suggested for assessing the economic value of the freight flows is presented. The basis of the use of the criterion proposed including its greater convenience than other commonly used criteria (of the benefit/cost type) is described. Based on the suggested criterion, several considerations are raised for the Mexican road and railroad networks. The belief of some policy makers that freight is of paramount importance for planning improvements to the transportation systems is applied and facilitated by the applications described.

Its most complete solution can be obtained if the problem is considered as multi-criteria. The article presents a formalized structure of criteria, allowing to optimize the interaction of objects of the logistics infrastructure of transport and warehouse services and freight road transportation. The choice of criteria for efficiency of the transport and logistics system (TLS) is based on effective indicators, which in turn are determined taking into account the indicators of the use of the means of production in certain conditions of the operating environment. The criteria system considered in the article is a decomposition of the hierarchy of TLS criteria that determine the organization of freight road transportation (FRT) and functioning of transport and storage complexes (TSC). The choice of performance criteria is based on the effective indicators of FRT and TSC, which in turn take into account the indicators of the use of means of production in the conditions of the environment of operation. Integration of FRT and TSC criteria into a single structure allows to solve multiple tasks. We explore a freight routing problem wherein the aim is to assign optimal routes to move commodities through a multimodal transportation network. This problem belongs to the operational level of service network planning. The following formulation characteristics will be comprehensively considered: (1) multicommodity flow routing; (2) a capacitated multimodal transportation network with schedule-based rail services and time-flexible road services; (3) carbon dioxide emissions consideration; and (4) a generalized costs optimum oriented to customer demands. The specific planning of freight routing is thus defined as a capacitated time-sensitive multicommodity multimodal generalized shortest path problem. To solve this problem systematically, we first establish a node-arc-based mixed integer nonlinear programming model that combines the above formulation characteristics in a comprehensive manner. Then, we develop a linearization method to transform the proposed model into a linear one. Finally, a computational experiment from the Chinese inland container export business is presented to demonstrate the feasibility of the model and linearization method. The computational results indicate that implementing the proposed model and linearization method in the mathematical programming software Lingo can effectively solve the large-scale practical multicommodity multimodal transportation routing problem.

An optimization model has been developed using linear programming and network analysis methods to determine the route of trucks for the transportation of homogeneous mass cargo. The study was carried out by means of economic and mathematical modelling of flows of a homogeneous mass cargo between a supplier and several consumers (using the example of transporting solid organic fertilizers from a storage facility to crop rotation fields and between them). It has been established that the volume of road transport of organic fertilizers for delivery from storage sites to crop rotation fields in agricultural regions of the country is very large. In agricultural production, the process of determining the optimal transportation route, including large volumes of fertilizers, is very laborious and complex in terms of organization, material, financial, and labour costs. The costs associated with transporting such a quantity of fertilizers is very high, which necessitates the optimization of this process. The study of generalized flow problems in a network setting was carried out on the example of road transport of solid organic fertilizers to crop rotation fields using the methods of operations research. It is possible to optimize the parameters of this transport process by developing its model using the methods of linear programming and network analysis and performing calculations on it. The route of transportation, in which the total costs of road transportation will be minimal, will be optimal for the considered transport process. The criterion for the effectiveness of the choice (the objective function of the mathematical model) is the total costs of transporting a given volume of cargo from the supplier to several consumers, subject to their minimization. The factors that determine these costs are highlighted and calculated dependencies are developed to determine them. A comprehensive method for optimizing the technology of transporting organic fertilizers by road on farms has been further developed. The developed model can be used by enterprises-suppliers of road transport services, farms, to increase the volume and improve the efficiency of road transport of fertilizers and other bulk cargo. It seems promising to develop an algorithm and a program for this model to determine the optimal route of movement of vehicles for the distribution of a given volume of cargo

In the face of such a large number of refugees, the European Union announced a migration crisis. This crisis has increased the risk factor of road transport along selected European routes. The aim of this publication is to present the impact of immigrant activities on the Calais - United Kingdom route section on the assessment of the risk of cargo transportation in international distribution. The risk assessment was carried out from the point of view of enterprises providing road transport services in international distribution. The research used direct interviews conducted with the managerial staff and drivers in selected road transport companies that handle transport on the route under investigation.

Scientific approaches of interpretation of the term competitiveness of motor transport enterprises in terms of marketing, management, resource provision and profitability are considered. On the basis of the conducted review, a vision of competitiveness of motor transport enterprises in the segment of international cargo transportation is offered. Scientific researches devoted to the influence of management, marketing logistic methods on the competitiveness of motor transport enterprises are highlighted. The authors have compared scientific views on the choice and grouping of the factors of influence on the competitiveness of domestic motor transport enterprises and have offered the grouping of factors of influence on the competitiveness according to the possibility of their quantitative assessment. Existing methods for assessing the competitiveness of road transport enterprises were characterized. Modern tendencies of digital technologies implementation in transport systems activity have been investigated and the necessity of their implementation in the activity of domestic motor transport enterprises in the segment of international motor cargo transportations has been proved. The basic problems that hinder the implementation of modern digital technologies in the activities of domestic enterprises in the segment of international road freight transport haulage are formulated. In this study, we systematically investigate a road-rail intermodal routing problem the optimization of which is oriented on the customer demands on transportation economy, timeliness and reliability. The road-rail intermodal transportation system is modelled as a hub-and-spoke network that contains time-flexible container truck services and scheduled container train services. The transportation timeliness is optimized by using fuzzy soft time windows associated with the service level of the transportation. Reliability is enhanced by considering multiple sources of time uncertainty, including road travel time and loading/unloading time. Such uncertainty is modelled by using fuzzy set theory. Triangular fuzzy numbers are adopted to represent the uncertain time. Under the above consideration, we first establish a fuzzy mixed integer nonlinear programming model with a weighted objective that includes minimizing the costs and maximizing the service level for accomplishing transportation orders. Then we use the fuzzy expected value model and fuzzy chance-constrained programming separately to realize the defuzzification of the fuzzy objective and use fuzzy chance-constrained programming to deal with the fuzzy constraint. After defuzzification and linearization, an equivalent mixed integer linear programming (MILP) model is generated to enable the problem to be solved by mathematical programming software. Finally, a numerical case modified from our previous study is presented to demonstrate the feasibility of the proposed fuzzy programming approaches. Sensitivity analysis and fuzzy simulation are comprehensively utilized to discuss the effects of the fuzzy soft time windows and time uncertainty on the routing optimization and help decision makers to better design a crisp transportation plan that can effectively make tradeoffs among economy, timeliness and reliability.

Choice making in freight demand is critical to any firm as transportation cost can reach as much as 75% of the total cost of finished and shipped goods. The knowledge of the factors that influences the choice decision making for shippers will be of particular interest to carriers and the shippers alike. The study therefore set out to determine the factors that influence the choice of carriers for companies; evaluate the factors and degree of influence or level of significance of these factors or attributes. Five (5) firms’ decision-making processes were studied for a combined total of 508 road trucking choice decision for what type or who does the shipment of their products and raw materials to and away from their respective manufacturing plants between January and June 2014. The firms were given a set of attributes or factors so that they are ranked using Likert scale of 1 to 5 to identify their level of significance. Multiple regression technique was used to establish the relationship between the factors and the choice of carriers. Regression analyses using analysis of variance, variance inflation factors and t-Test was done at 95% confidence level. The results showed that freight charges, quality of service, trust, price elasticity of freight demand and customer relations were the most significant factors/attributes that influenced the choice of a carrier in the five hundred and eighty shipments recorded for all firms in the study

The article deals with the patterns of the transport system development and, inparticular, rail freight transport under the influence of the general laws of dialectics. There has beenconducted a comparative analysis of the performance of rail and road transport, in particular freighttraffic, freight turnover and the average distance of transportation. The volumes of freighttransportation by Ukrainian railways and the availability of rolling stock have been analyzed. Themain identified quality indicators of the economic-mathematical model and regularities betweenquantitative changes in the system of social division of labour led to quantitative changes in thetransport sector, which serves the manufacturing sector. It has been determined that the current stateof the railway and further maintenance of its competitiveness even taking into account the existingvolume of transport services requires immediate solution of technical and technological as well asorganizational issues regarding modernization of rolling stock, improvement of railwayinfrastructure and management system. The analysis of foreign and domestic experience of transportactivity testified to the narrowing of railway transportation segment, with the railways dealing mostlywith the transportation of bulk cargo. There has been conducted a correlation-regression analysis ofthe impact of the main locomotives and freight cars on the volume of freight traffic. It has been definedthat the level of influence of the main locomotives fleet on the provision of uninterruptedtransportation is almost twice as high as the influence of the operational fleet of cars. It has beenfound out that the most important issue is to further ensure the functionality of available means oftransport. It has been concluded that the priority task today is the introduction of innovations that can extend the operational capacity of the available locomotive fleet through the introduction ofmodern technologies.

Introduction. The development of Ukraine’s transport sector, in particular auto carriage of cargoes, is a necessary prerequisite for strengthening its competitive position in foreign, especially European, markets. Finding ways to solve the problems of domestic enterprises providing freight transportation services, generated by factors of internal and external environment, in the context of European integration is of particular relevance. Purpose. The purpose of the article is to study the conditions of international economic activity of domestic haulage carriers in the European markets and to identify opportunities to strengthen their competitive position and remove technical barriers. Methods. The research was carried out by using such methods as: analysis and synthesis to identify problems of functioning the domestic transportation system and to formulate the concept of its strengthening; comparative analysis, including elements of the methodology for determining the Logistics Efficiency Index, and to study the logistics industry in Ukraine and identify technical barriers to European integration in the industry; tabular and visual methods for visual presentation of material. Results. The article identifies trends in the development of transport services in the EU and Ukraine and highlights the problems of the domestic freight transportation industry. It is stated that despite favorable conditions, in particular geopolitical, the potential of the transport sector of Ukraine in foreign markets is not fully used. The existing regulatory framework for the implementation of international freight auto transport is characterized, and its formal sufficiency is ascertained. Based on the analysis of the Logistics Efficiency Index, a comparison of the level of logistics development in Ukraine and its main partners in road freight transport has been made. It is found that by all index indicators, Ukraine ranks lower than partner countries. Based on the determination of the competitive position of domestic enterprises in the European markets for transport services, the main problems and weaknesses were identified, namely imperfect customs work, poor infrastructure, corruption of officials, some gaps in the regulatory framework, etc. Particular attention was paid to the technical barriers to the implementation in the European markets of freight transport services by domestic enterprises and a system of measures for their elimination was proposed, including improvement of the system of obtaining permits, solving personnel problems, modernization, including digitalization of the industry, etc. Discussion. To intensify and increase the efficiency of the international economic activity of Ukrainian freight carriers and integrate the domestic logistics system into the European one, Ukraine needs to rely not only on its own resources but also to attract international economic assistance, both bilateral and multilateral. The technical assistance will provide the solution to the personnel problem and help to modernize the industry, adapting them to the European requirements.

This paper focuses on analysing the determinants of satisfaction (service quality, perceived value), as well as its possible influence on customer loyalty of freight forwarders to freight transport service providers (by road/maritime/air) in Spain. To this end, we propose a causal model tested using information from 205 freight forwarders collected through personal interviews. The model was estimated using the Partial Least Squares (PLS) approach. Moreover, the existence of differences in the perceptions on the analysed variables between transport modes is tested through ANOVA. Results show that service quality has an influence on customer satisfaction, both directly, as well as through perceived value. In turn, it is confirmed the relationship between satisfaction with the transportation company and customer loyalty. Furthermore, there are significant differences in quality dimensions and satisfaction between transport modes. This study confirms the importance of service quality and perceived value to promote the link between chain actors: freight forwarder and transport service provider. The main aim of this research is to go deeper into the study of satisfaction and loyalty of freight forwarders to freight transport service providers. Findings provide evidence about differences in the dimensionality of service quality between B2C and B2B settings and, even in the latter, differences between freight forwarding services and other industries are observed. The present paper is one of the few studies that obtains relevant information about several transport modes simultaneously and the findings reinforce the notion that perceptive processes in each of them are different.

The selection of the delivery scheme is one of the most complicated problems and the results of its solution condition the sustainable development of the whole market of transportation services. Freight forwarders should consider numerous random parameters characterizing demand and technological processes to choose the proper structure of the logistics chain. The paper aims to propose a method for choosing the logistics chain structure, based on the analysis of the total expenses as a function from the demand parameters characterizing stochastic variables of the consignment weight, the delivery distance, and the time interval between the requests in the flow of queries for cargo delivery. Four basic logistics chain structures, widely used on road transport, are described to demonstrate the selection process. The areas of the most efficient use of the logistics chain structures can be defined for the flow of requests for cargo deliveries. The paper shows such areas on the example of goods delivery by automobile transport. Determining the areas of the most efficient use of the specific logistics chain structures contributes to the effective choice of correct delivery variants by freight forwarders.

These analyses were carried out based on data obtained from the Central Statistical Office. All data concerns Polish entities that provide services in the field of passenger and freight transport in Poland and focuses on such information as the volume of passengers and cargo by individual means of transport, broken down into domestic and international transport. Further, the presented analyses concern the length of the available rail and road routes, tracks, the size of the rolling stock as well as the groups of transported loads.

Freight transportation can be defined as the movement of goods and services to customers to obtain a monetary reward. Poor quality transport infrastructure implies higher travelling times and costs. This indirectly affects the productivity of a region since transportation costs are directly related to sales prices. Therefore, infrastructure investments become important for improving the competitiveness of a region. The problem with these investments is that they take time and require a large amount of money. Consequently, it is extremely important to prioritise this type of investment. This paper will first explain whether transportation investment or a sustainable transportation method affect the exported freight accessibility and if it also affects regional productivity using a linear regression model with the aid of a data-driven geographical information system. It uses spatial separation, gravity, and cumulative opportunity measures to calculate accessibility. Finally, the paper denotes which regions are highly affected by improvements in road, river, and railway networks using Colombia as a case study. The comparison considers travelling time and costs savings under each scenario. The results indicate that the gravity measure was the most appropriate accessibility measure for analysing the Gross Domestic Product (GDP). The scenario analyses suggest that zones farthest from the seaports are more sensitive to accessibility changes; consequently, they will receive higher improvements in their regional GDP with a national-level implementation of transport infrastructure investments. Thus, project prioritisation should be performed in regions where the investments lead to a decreased travel cost between regions and ports.

This method of cargo transportation is more economically accessible and useful. The increasing competition between companies encourages the search for ways to improve the offered services, thereby reducing costs for customers. Digitization tools are among the most important in order to implement the principles of green logistics, ensure long-term competitive advantages by systematically improving logistics results and reducing costs. Automated service management, services based on customer data and intelligent solutions must help companies create a digital business model. The purpose of this article is the identification of problem areas in the service quality of companies carrying out less-than-truckload transportation on international routes and ways of solving them by applying digitization technologies. Research methods/methodology used: the work was carried out based on the analysis of scientific literature, statistical data analysis and survey methods, an expert survey was conducted by means of a questionnaire. The analysis of scientific literature made it possible to identify that the transportation of less-than-truckload shipments is not considered as a separate element, but included in the process of transportation of general loads. Considering the fact that less-than-truckload cargo transportation is becoming increasingly popular globally, this renders it possible to justify the novelty of the article and for a more detailed study. The result of the work is a conceptual model of service quality improvement based on digitization technologies.

The structural shifts that determine the movement of world production and international trade are largely determined by the transformations taking place in the world transport complex. No foreign trade operation can be imagined without the participation of transport, in any case, the goods must be delivered from seller to buyer. Transport service - a service for the performance of the contract of carriage of people and goods. In the implementation of foreign trade, road transport has certain advantages over other modes of transport: maneuverability, delivery of goods "door to door"; urgency and regularity of delivery; delivery can be organized according to the system "just in time" (exactly on time); packaging (required in smaller quantities or not required at all). This article examines the trends and prospects for the development of the international market of transport services. The question of the current state of the freight market is stated. The main problems of the international market of transport services are clarified. The factors influencing the further development of the market of transport services are determined. The subject of the article is the relationship between the parameters of the regional socio-economic system and the transport complex. Transport is a: 1) independent branch of the economy, 2) element of the regional infrastructure, providing conditions for functioning of the other branches of material production and the social sphere. The purpose of this article is to present methodological approaches to the study of needs of the regional socio-economic system in the transport services and to conduct experimental needs assessment on the example of the Khabarovsk territory. Methodology is presented as a set of sequential stages, including the analysis of features of the regional economy and transport, study of the relationship of their parameters. The structure of the economy and key indicators of the transport complex of the Khabarovsk territory are considered. Experimental assessment of the demand for freight transportation from the socio-economic system of the region using methods of econometric analysis was carried out. Models of simple linear regression vector and auto-regression vector are tested. The data on the volume of cargo transportation and cargo turnover for the period 1995–2019, as well as the index of industrial production and gross regional product were used. It is determined that linear regression does not allow obtaining meaningful and correct estimates. The vector auto-regression model shows a significant relationship between the indicators of the economy and the volume of rail transport, the general indicator of transportation, as well as cargo turnover by road (with a lag of one period), no significant connection with the road transport was found. The results obtained can become the basis for assessing the future needs for transport services, based on the future parameters of the economic development of the region. This will allow for timely and adequate development of transport infrastructure without turning it into a limitation of economic growth. In the future, it is necessary to detail the analysis by studying the relationship of need for transport services with the parameters of the functioning of individual sectors of the socio-economic system of the region.

India, like other nations across the world, is investing greater effort into sustainable mobility through different governmental measures.This article examines the major transportation issues that India faces, as well as how the Indian government's transport industry policy initiatives for cities have developed since independence. Motorisation is inextricably linked to urbanisation. Both motorisation and urbanisation complement each other. The influence of NMT on urban transportation is likewise directly related to its growing pace. The difficulties and inadequacies in existing policies are explored, as well as potential policy frameworks. According to this survey, most government policy efforts have yet to achieve the desired degree of success. The absence of monitoring, complicated institutional capacity and urban governance, uneven land allocation, and ineffective overall growth and movement plans are all contributing factors.Due to the continuing COVID-19 situation, the urban transportation scene is expected to shift dramatically. Further expansion and deepening of globalization processes largely depends on the efficiency of functioning of such an important infrastructure element as transport. For several centuries, transport has been the leading link that connects national economies and their business entities. Transportation is a key area of the global economy that fulfills society’s vital need to move passengers, labor, and goods. It is transport that creates the basis for effective foreign and domestic trade, passenger and cargo transportation. The expansion of the scale of world trade, associated with the deepening of the international division of labor, led to the rapid growth of the transport services market, which was temporarily affected by the global pandemic. The article examines the peculiarities of the functioning of the transport services market in the pre-crisis period and in the global pandemic. The impact of the pandemic crisis on all segments of the global passenger and freight industry is analyzed. It is established that a number of peculiarities can be traced in the functioning of structural elements of the transport market in the conditions of COVID-19: secondly, rail transport services have been significantly reduced due to severe quarantine restrictions, reduced train traffic and a global decline in production; third, declining trade and supply chain disruptions have led to restrictions on road transport; fourth; the demand for passenger air transportation decreased the most during the analyzed period; fifth, the global market for pipeline transport services has been slightly affected by co-constraints and is showing strong growth. The gradual recovery of all segments of the global transport services market has been confirmed.

This research proposes an innovative approach to evaluate modal shift from the road-only to the combined sea-road transport in order to implement new policies and introduce a Decision Support System (DSS) for the transportation planner’s decision. The impact of these is carried out by using an innovative simulation tool which has the capability to simulate the real choice process of all stakeholders involved, specifically modelling the freight forwarder’s point of view. The model runs as a single-agent based simulation which uses a multimodal network with detailed zoning. The simulation tool, capable of simulating the assignment of the whole network simultaneously, consists of a path choice model and a mode choice model for each o/d pair considered, establishing o/d pairs suitable and not suitable for modal shift. Three policies have been designed and tested through the simulation tool with an application in the Italian context: (1) internalization of the external costs of heavy vehicles; (2) introduction of a bonus for shipping companies; (3) design of new Ro-Ro services. The most affecting policy concerns an increase of speed of some Ro-Ro services to 22 kn, proposing a good balance between the navigation costs and the potential demand attracted.

Steady functioning of transport enterprises contributes to the sustainable economic growth of our country. Among the biggest globalization challenges in recent years for the world economy, and particularly for Ukraine, have been the Coronavirus pandemic and hostilities with the Russian Federation. Motor transport has been and remains extremely important, along with rail transport, especially during the epidemic and the war. The article covers the dynamics of the share of freight / passenger turnover and transported goods / passengers by transport in Ukraine over the period of 2016-2021. The growth of the share of freight turnover – from 16.9% in 2016 to 22.4% in 2021; the share of transported goods – from 70.45 to 76.6%, respectively, characterizes the high competitiveness and high market potential of road transport enterprises in the Ukrainian freight market. Major problems, which should be guided by the development strategy of passenger transport enterprises of Poltava region, are explored: improving the quality of transport services for the population by updating the rolling stock of enterprises; improving the safety of transportation and reducing the negative impact on the environment; optimization of the population’s expenditures on passenger transportation. Strategic guidelines for the development of the transport system of Poltava region have been formulated. The factors that cause considerable changes in the dynamics of transport deliveries were analyzed. Transportation of humanitarian cargoes became a priority. Because of the war, the efficiency of using the transit potential of the country has significantly decreased. Military actions against the Russian Federation do not allow to fully use the strategic advantages of the Black Sea-Azov region, the total cargo turnover of which is more than 200 million tons per year. Moreover, 2714.5 km of water navigable arteries are not effectively used. Thus, river transport may be one of the strategic directions of development of the transport industry in the conditions of war and fuel crisis.

Introduction. The transport and logistics business has undergone significant changes while overcoming the challenges facing the transport industry. It requires new approaches to rational use, as well as the introduction of innovative technologies in the organisation of foreign trade transportation. This issue is especially relevant in the Far East region, where there is an imbalance of incoming freight flows and traffic capacity of the transport network, which leads to a decrease in the quality of transport services and the competitiveness of transport corridors running through Russia. The key elements of international transport corridors are transport hubs and border checkpoints; therefore, the purpose of the study is to assess the workload of a railway cargo terminal of the Pogranichny checkpoint within the Primorye-1 transport corridor. The object of study is the terminal and logistics complex of the Grodekovo border station.Materials and methods. In this study, methods of system analysis and information synthesis were used, as well as a programme for simulating the operation of technological zones of a border terminal and logistics centre.Results. The developed simulation programme made it possible to assess the workload of the warehouse terminal of the Grodekovo border station for processing foreign trade freight flow arriving by rail and road from Heilongjiang Province (PRC). The article presents the results of simulation modelling.Discussion and conclusion. Analysis of the results of simulation modelling showed the functioning of the cargo terminal of the Grodekovo border station with an increase in freight flow coming by road for reloading onto railway rolling stock, taking into account the duration of customs clearance, the limited capacity of the storage area and the cargo front, the number of handling equipment. Further research is aimed at creating a comprehensive programme that takes into account the traffic capacity of the entire system of ground checkpoints in the Far East region and the volume of the predicted freight flow.

Methodology. In determining the weight of the components of the integrated indicator of the rating of enterprises; method of integrated assessment in determining the efficiency rating of carriers. Results. Peculiarities of the methodical approach to rating the efficiency of motor transport enterprises are its complexity, which provides the definition of an integrated indicator based on a combination of balanced scores (SWP), adapted to the field of road transport, expert assessment and consumer assessment (customers), because consumers are customers of freight transportation services and choose a transport company. Indicators (criteria and indicators) included in the elements of integrated assessment are related to the system of strategic goals. The results of achieving the set goals are measured using performance criteria (EE) - these are the features on the basis of which the assessment of performance is formed. The practical significance of the study is that the rating should be used in the licensing of road carriers, which will provide a realistic assessment of the carrier's ability to meet its obligations; introduction of admission to the road transport market in accordance with EU requirements, which provides for the need for the carrier to meet certain requirements for good business reputation, satisfactory financial condition, availability of vehicles, the necessary professional competence of staff; establishing control over the periods of work and rest of drivers, etc.

An important role in the market of transport services belongs to container transportation. Railroads, especially under the conditions of increased competition from road transport, must respond quickly to the needs of the market and the growing demand for container transportation, including interstate traffic. Demand for container transportation can vary significantly during the year, which testifies to the expediency of introducing removable equipment on universal railroad freight cars that are involved in the deliveries of containers. This paper reports the design of a removable frame structure for a universal platform that could carry two 20-ft or one 40-ft container. The proposed technical solution does not require changes in the structure of the car and changes in its model; with a decrease in the demand for container transportation, it would allow this car to be used for its main purpose. According to the current methodology, the efforts that operate on the frame during the transportation of containers have been determined. The strength of the proposed structure was estimated by a finite-element method. The maximum stresses arising in the proposed structure are 164.4 MPa; they occur in the corners of the stops attached to the stand-up staples of the platform. The resulting stress values do not exceed the allowable ones. The results of calculating the removable equipment indicate its sufficient strength. Requirements for placing cargo on the rolling stock assume a mandatory check to fit the dimensions, which confirmed that the container hosted by the frame does fit them. The proposed structure makes it possible to abandon disposable fastening parts, improve the safety of container transportation, and increase competitiveness in the container transportation market.

Understanding commodity flow through a region is key for estimating the demand for freight transportation facilities and services, forecasting energy consumption, analyzing safety risks, and addressing environmental concerns. Transportation planners and decision makers use commodity flow data to develop and implement long-term freight plans and manage infrastructure. State-of-the-practice commodity flow estimations based on regional socioeconomic data and periodic surveys have limited spatial and temporal coverage. Moreover, no existing methods tie vehicles to commodity movements at the link level. Although intrusive inductive loop detectors can identify the industry served (or commodity carried) by trucks based on the truck’s body type, intrusive sensor performance is limited by pavement quality. Unfortunately, poor pavement conditions are common in locations with high truck volumes. This paper investigates the use of a non-intrusive traffic sensor, Lidar, for high-resolution truck body-type classification. This paper develops a proof-of-concept Lidar sensor and a truck body-type classification model capable of classifying five-axle tractor-trailers into distinct body types: van and container, platform, low-profile trailer, tank, and hopper and end dump. These body-class groups link to commodity movements and provide insight into link-level commodity flows. Data for model development and validation were collected along a major interstate corridor and a low-speed local road. The classification model achieves an 81% true positive rate (TPR) with class-specific TPR as high as 94% and average volume accuracy of 87% for the primary test location. Overall, the proposed sensor represents an adequate proof of concept to evaluate the industry served by trucks on a network link.

Thus, the design of railway express shipment service networks has become a key issue, which needs to be addressed urgently both in theory and practice. The railway express shipment service network design problem (RESSNDP) not only involves the selection of train services and determination of service frequency, but it is also associated with shipment routing, which can be viewed as a service network design problem (SNDP) with railway characteristics. This paper proposes a non-linear integer programming model (INLP) which aims at finding a service network and shipment routing plan with minimum cost while satisfying the transportation time constraints of shipments, carrying capacity constraints of train services, flow conservation constraint and logical constraints among decision variables. In addition, a linearization technique was adopted to transform our model into a linear one to obtain a global optimal solution. To evaluate the effectiveness and efficiency of our approach, a small trial problem was solved by the state-of-the-art mathematical programming solver Gurobi 7.5.2.

Methodology. The study was carried out using graph theory - one of the major branches of discrete mathematics, which is widely used in solving economic and management problems. Using these methods, the minimum path in the information network is found. Results. The quality and timeliness of information coming in the forward and backward directions determines the quality of management of individual objects of the road transport system, as well as the possibility of its coordinated functioning in order to fully satisfy the needs of society for the transportation of goods and passengers. The article examines the introduction of information technologies in transport, which are used at all stages of receiving, storing, processing and transmitting information, should fully ensure the timeliness and high quality of information support when making managerial decisions at all levels of the transport system. The general principles of the construction and functioning of motor transport systems are analyzed through the prism of the information procedures implemented in them and the emerging information flows. It has been established that most of the total volume of information processed in a company can be information necessary for the management and control of logistics operations. Since the road transport system is geographically distributed, a modern specialist must master the methods of spatial analysis based on geoinformation technologies. The development of the information and communication infrastructure of a new transport company, which plans to carry out the transportation of goods by road, has been investigated. The company will provide services such as cargo transportation, freight forwarding services, cargo tracking, cargo insurance, settlement of cargo deliveries, cargo unloading and loading. For the optimal placement of the company's network, graph theory is used. An optimal communication network has been built, connecting various departments of the company, namely, the transportation department, the office, the accounting department, the economic planning department, the legal department, the mechanical department, the communications department, and the personnel department. The scientific novelty of the article is the use of the method for constructing an optimal communication network at a trucking company. The practical significance of the work is that this method can be used at any transport company that begins its activity to build communication links between any departments of the company. In this case, these connections will be optimal.

The need to reduce emissions caused by fossil fuel dependence and to foster the use of renewable energy sources has driven the development of zero-emissions powertrains. These clean transportation technologies are not only necessary to move people but to transport the increasing demand for goods and services that is currently taking place in the larger cities. Full electric battery-powered vans seem to be the best-placed solution to the problem. However, despite the progress in driving range and recharge options, those and other market barriers remain unsolved and the current market share of battery electric vehicles (BEVs) is not significant. Based on the development of hydrogen fuel cell stacks, this work explains an emerging powertrain architecture concept for N1 class type vans, that combines a battery-electric configuration with a fuel cell stack powered by hydrogen that works as a range extender (FC-EREV). A literature review is conducted, with the aim to shed light on the possibilities of this hybrid light-duty commercial van for metropolitan delivery tasks, providing insights into the key factors and issues for sizing the powertrain components and fuel management strategies to meet metropolitan freight fleet needs.

The transport accessibility of the Arctic zone is of strategic interest for Russia from the point of view of the possibility of mineral exploration and ensuring further systemic development of this part of the national territory.The objective of the study is to carry out a spatial analysis of the transport system of the Republic of Sakha (Yakutia), to identify its topological properties and restrictions that impede providing sufficient logistics services. Based on the method of spatial analysis, the conducted study of the state of the transport system of the Republic of Sakha (Yakutia) allowed to assess transport provision within its territory for three types of transportation: transport provision of internal regional (local) transportation, transport provision of accessibility (entry and exit) of the territory of the region, and transport provision of transit transportation across the region.The study showed that air transport is the main mode for passenger transportation, while seasonal water and winter road transportation are the main modes of freight haulage.The regions of Yakutia with access to traffic arteries and isolated from them have been identified. Calculations based on the Engel’s coefficient allowed to proceed with a mathematical assessment of the transport system of the region, which indicates its insufficient development due to the lack of year-round transportation routes in the areas of the Far North and the Arctic zone. The transport infrastructure of this part of the region are represented by seasonal winter roads and waterways, which prevents from assessing their general year-round potential. For its assessment, it is necessary to consider seasonal availability of each individual section of the network.

With a general tariff of Rp. 900,000.00 org/rit, and basic tariff of Rp. 464,298,56org/rit then provide benefits for transport entrepreneurs amounting to Rp. 435,701.44 rit/org or around 49%. So as to provide decent benefits for the public transport manager in the Palangka department Raya - Pontianak.

Track lines and rolling stock form a single organism that provides massive cargo transportation over long distances. He has an indisputable role in solving many economic problems, including in the Arab East. However, all national indicators that relate to the topic under consideration are highly differentiated and depend on the conditions in each specific country. Freight rail transport, although it occupies its own niche in the economic infrastructure of a number of countries in the region, is nevertheless underdeveloped or underutilized until now, since it faces competition from road communications of the same profile. Railways has received recently a more definite impetus for the development as an alternative to bus services due to the outstripping rates of population growth and the need to move passenger flows in a short time and over long distances. However, in the last decade, the demand for freight transportation has been growing, as a result of the internationalization of the international economic space and the creation of long transport corridors that connect the places of production with remote processing centers or with seaports through which markets on different continents are supplied. At least at the moment, the relatively developed Arab countries have sufficient railway potential for the implementation of these tasks, although work is already in full swing on projects related to the increase in the length and density of track lines. Arab oil exporters of the Persian Gulf are also striving to become cargo hubs for transshipment of goods and transportation of hydrocarbons and oil products.
